Resolution 2025-0097 was introduced without input from the Historic Preservation Office, neighborhood councils, or stakeholder organizations. Major planning decisions deserve data-driven, transparent collaboration — not surprise resolutions.
SPA welcomes a thoughtful update to Spokane’s preservation strategy — but not a unilateral pause that damages confidence, limits housing choice, and erases decades of community investment.
Historic districts are part of Spokane’s housing solution. They protect some of the city’s most affordable homes — older duplexes, four-plexes, and small apartments — by prioritizing reuse and reinvestment over teardown. Designation also unlocks grants and incentives that help owners keep housing safe, efficient, and attainable.
Freezing new districts would remove these tools, make demolition more likely, and invite replacement with higher-cost condos or rentals. That’s not the balanced growth Spokane needs.
Let’s pair preservation with smart infill and keep Spokane’s neighborhoods livable, walkable, and welcoming. Please oppose 2025-0097.
